Guidelines
Background
1. Inter Parish Talent Festival (IPTF) is being organized every year since 2010 for the Religious Education (RE) students of churches under Texas/Oklahoma region of St. Thomas Syro-Malabar diocese of Chicago. IPTF, conducted during the spring break, has been a huge success; besides providing an excellent platform for showcasing our future generation’s artistic talents and nurturing organizing and leadership skills, it immensely helped to foster enhanced communication and closed interaction amongst the churches. It also helped to discover and promote biblical knowledge and to sprout new friendships and acquaintances, enabling mutual progress in the personal and intellectual lives.
2. While IPTF was an apt avenue for people with artistic interests, there was a compulsive view aired by all churches about the need for creating an avenue also for the members with talents in sports/games. During last year’s Talent Festival in Dallas, it was decided to organize a sports festival to provide such opportunities for all members - adults, youth and children. It was unanimously decided that from now on, IPTF and IPSF will be conducted in alternate years.
3. These guidelines are aimed to formulate uniform regulations and procedures for effective and successful conduct of IPSF-2014 in Oklahoma City on 14, 15 and 16 March 2014, hosted by Holy Family Syro-Malabar Church of Oklahoma. These guidelines will be adhered to in letter and spirits by all participating parishes, coordinators, teams, individual players and all those associated with the conduct of IPSF-2014.
Purpose
4. To provide a platform for all members of Syro-Malabar churches in the Dallas Forane to discover, develop and promote skills in sports and games, and to recognize outstanding sportsmen in the region.
5. To build friendship and harmony among families of same faith and traditions, and create avenues for broader cooperation between member families, parishes and most importantly the young generation.
6. To inculcate pride in Syro-Malabar heritage and to ensure continued practice of its traditions.
7. To promote physical activity and highlight the importance of an active, healthy lifestyle for a well-balanced spiritual and personal life as a Syro-Malabar Catholic.

8. To transform Syro-Malabar churches as a destination for overall physical, psychological and spiritual development for its members, in sync with His Excellency Bishop Mar Jacob Angadiath’s vision of churches becoming the ‘second home’ for its members.
Slogan
9. “Mens Sana in Corpore Sano” will be the slogan for Inter Parish Sports Festivals. This is a famous quotation by from the poem Satire X by Roman Poet Juvenal, meaning “A Sound Mind in a Sound Body”. Either Latin or English version or both can be used in communications. This slogan will be used in all future IPSFs.
Logo
10. A Logo Design Competition is currently underway, and the Logo for IPSF will be selected after conclusion of this competition. The same Logo will be used in all future IPSFs. Change will be made only to the location and the year. All official publications and materials related to IPSF should display prominently, while staying within the design and layout specifications and stipulations of the publication/material.
Location
11. All games and competitions will be held in The Lighthouse Sports, Health and Fitness Center, 3333 W Hefner Rd, Oklahoma City- 73120. The facility is located on the intersection between N Hefner Parkway (US-74) and N Hefner Road.
Participation & Categories
12. Participation in competitions is strictly restricted to members of Syro-Malabar Churches in Dallas Forane in Texas/Oklahoma Region. In team events, every player in the team must be from the same parish which the team belongs to. In individual events, each player must be a member of the participating parish. This restriction is not applicable to coaches or non-competing officials.
13. Only one team will be competing from each parish for team events; one team from each category as shown in paragraph 14 below. For single events, only one player from each category will be competing.
14. There will be 8 categories in which the competitions would be held:
a) Category A - Those attending 5th through 8th grades in school, separate category for male and female. Short form for this category is MA (for male) and FA (for female).
b) Category B – Those attending 9th through 12th grades in school; separate categories for male and female. Categories will be identified by short form MB (male) and FB (female).
c) Category C – Every church member who finished high school or completed 19 years as on 01 March 2014. Two separate categories coded MC (male) and FC (female).

d) Category D. Children attending 3rd and 4th grades in school, denoted as MD (male) and FD (female).
15. Category Ascension. At the discretion of participating parish and as authorized by the parish priest/coordinator and pre-approved by the conducting team, a player will be allowed to jump just one category upwards to make available enough participants for a team. Any individual who has availed this ascension will remain in the higher category for all games the individual will be playing for; whether individual or team events. Eg. Parish A decides that Mr. Male, 10th grader who is supposed to be in category MB would be part of the volleyball team of adult category MC of Parish A. This is permitted. Mr. Male, however will not be allowed to descent to his original category MB or down to MA for any other event, individual or team games. If participating for any other game/event, Mr. Male would remain in category MC, both for individual and team events.
Competitions
16. There will be competitions in Volleyball, Basketball, Throw-ball, Shuttle Badminton, Table Tennis, Carom Borad, Chess and playing cards (28 game) for categories A, B and C. For category D, fun games are planned. The following table describes the competitions and the categories for competitions would be held:

17. Fun games for Categories MD and FD are still under planning and separate instructions will follow for these events.
18. Plans to conduct tug-of-war as the culminating match have been dropped because the facility will not let tug-of-war within the complex. As of now, playing cards (28) has been planned. Representations have been received from parishes to conduct 56 game instead of 28. This will be discussed in the next core committee meeting and final decision arrived at.

Selection of Teams/Players
20. Member parishes are requested to conduct parish level competitions in each game contained in Para 19 above and to select teams/players for IPSF-2014. The decision of the respective parish priest and the IPSF parish coordinator will be final in terms of participation from a parish, provided the category/event stipulations contained in these guidelines are met. Any disputes arising out of parish team/player selection process will be internally settled.
21. Parish coordinators are requested to provide a list of players selected from each parish with in the format specified in Appendix K, by February 14, 2014. This list is aimed only to assist in scheduling and planning of logistics and should not be considered as registration. All teams/players must be registered using the online registration system, or by sending hard copy of the registration materials and insurance information duly authenticated.
Team Colors
22. The team colors will be decided in the next core committee meeting (meeting with all parish coordinators). The colors selected are (to be updated after decision is made):

Registration
23. An on-line registration system will be created for use by players and coordinators. Access levels will be defined in order to ensure that the registration forms can be filled in by the candidate, and parish coordinator can authenticate the entry.
24. Photograph should be uploaded during the registration process. Capability will be available in the registration system to fill in the insurance details of the contestants.

25. Registration of team/players will be considered complete only after the personal details and photo are uploaded and the insurance details are made available. Due to security concerns, insurance information will be allowed to be entered online or a hard copy mailed/scanned copy emailed. The registrations will be accepted on authentication by the respective Parish Coordinator either through the online registration system or through paper confirmation.
26. The registrations will close on Friday, February 21, 2014. No late registration will be accepted.
Schedules & Reporting
27. The schedule / fixture will be published in advance, informed to all parish coordinators. Fixture will also be available to pick-up the welcome center at the venue.
28. A minimum two players /teams should have successfully registered by the registration deadline, for a competition to be scheduled for that category/event.
29. Games without enough participation will be omitted from the final fixture. Once scheduled, no requests for change will be entertained or made in the fixtures. However, the IPSF conducting team reserves the right to make suitable adjustments in the schedule to meet logistic requirements and/or in any emergent situations.
30. The presence of the player/team must be confirmed in advance, at least one hour before the scheduled game, by the parish coordinator to the Command Center. The team / player must be present in the court, ready to compete, when the final call is made for the game. If any team/player is not present within 5 minutes of the final call, the team /player will be considered defeated and a walkover will be given to the team/player present.
Trophies/Titles
31. One Trophy/prize will be awarded to each team adjudged first or second place in each event, in each category for which competitions will be conducted. For individual events, the first and second place winners will get a trophy/prize. Certificates will be awarded to all players, who are part of the team adjudged first, second or third positions.
32. Team Point. Team point will be awarded to first, second and third place winners. This is to determine the church winning the overall championship. First place winning team will be awarded 5 (five) team points. Team in the second place will be getting 3(three) points and the 3rd place team will be getting 1(one) point. In individual event, the first place winner will get 5 team points; second place winner will get 3 team points and third place winner 1 team point. These points will be added up and the church with maximum team points will be adjudged overall champions. An ever rolling trophy will be presented to the overall championship winning church.
33. Most Valuable Player. Individual points will be awarded to each team member (in team events) and players (in individual games). First place winners will get 5 individual points, second place winners will get 3 individual points and third place winner 1 individual points.

These points will be added up and an average MVP Value will be ascertained by dividing the total individual points by number of competitions by which the points were acquired. The male player with maximum MVP Value will be awarded the title “Most Valuable Player (MVP- Male). Female contestant aggregating maximum MVP Value will be awarded the title Most Valuable Player (MVP-Female). In team events, all players (including the substitutes who actually played during the winning game that is accounted for the individual points) will be getting individual points, However, the team members will not be getting Team Points individually, but one team point for the entire team according to the position the team attained.
34. Example. If first place winning Basketball team is from Church A, Church A will be getting 5 team points and each team member will be getting five individual points. Player X who has actually played during the winning match and Player Y was a substitute, but didn’t play in the winning match. Team gets 5 Team points to count for Overall Championship. Player X gets 5 Individual points for MVP Value calculation. Player Y does not get Individual Points as substitutes who didn’t play in the winning match won’t be getting individual points. Let us take that Player X was part of Shuttle Badminton team of Church A that won 2nd place and Player X came third in chess competition. The MVP Value of Player X will be (5+3+1)/3 = 3. 5 for 1 first place, 2 for 1 second place and 1 for 1 third place divided by 3 (two team events and one individual event). Team points earned by the individual or team will be counted for Overall championship determination and individual points will be considered for MVP (Male) and MVP (Female) titles.
Discipline
35. IPSF-2014 is a church supported activity and a conduct amiable to this spirit and dignity will be maintained by all participants, officials, spectators and all other persons, throughout the conduct of the event.
36. All players must abide by the game specific rules in conjunction with these guidelines.
37. While cheering of a team / player is encouraged, it shouldn’t be derogative or disruptive to any team / player.
38. Referee’s decision is final and binding by everyone. While all efforts have been made to find impartial and professional referees, there would be no mechanism in place to redress any complaints arising out of a referee’s decision.
39. Games will be conducted simultaneously in four adjacent courts; hence maintaining conductive decorum without disturbing any game in progress is important. No loud noise or arguments will be made by any person in whatever capacity. Any person found making disruptive arguments/comments or physical obstruction to smooth conduct of the event will be forcibly removed from the venue, by the law enforcement representative present.

Sportsmanlike Conduct
40. All players will wear their respective team color apparel with IPSF logo in the front and parish name at the back.
41. Apparel meeting the universal standards of the game in context will be worn. Spikes and other gear with a potential to damage the indoor stadium flooring or that might cause injury to self or others wouldn’t be allowed to wear.
42. The players must abide by the referees instructions, including position changes, temporary suspension, or debarring from a game, without disputing or showing signs of disrespect, or an unbecoming behavior in contrast with the purpose of IPSF.
43. All players and teams are expected to maintain a cordial relationship with their own team members and with the opposing team. All players are expected to behave in a professional manner with sportsman spirit, so as to ensure a ‘Fair Play’.
44. No physical or verbal abuse will be tolerated, even if it is within the same team or any other players/spectators or officials.
45. The referee’s decision will supersede any other convictions or evidence.
Injuries/Evacuation
46. Participation in IPSF is purely voluntary, and onus on maintaining an injury / damage free participation is on the individual player, team and the participating parish. By registering for the event, the participant absolves the IPSF conducting parish/team from any or all claims related to any injury or damage to any person, property or reputation.
47. First aid is the maximum care that can be arranged by the IPSF conducting team. Any serious injuries will be evacuated to the nearest hospital’s emergency room using EMSA ambulatory services and the player’s insurance information will be communicated to the hospital. All liabilities and damages arising out of such injuries will be borne entirely by the injured person.
48. Any injuries/damages occurs out of the court and/or to any person other than the actual player while playing the organized competition will be treated and managed by the person concerned. IPSF organizers cannot arrange help in such incidents other than providing humanitarian assistance as available.
49. IPSF host parish will arrange insurance coverage for the facility for accidental damages only; any other injuries/damages will be repaired or resolved by the persons responsible for the problem. IPSF organizing team will not be held responsible for any kind of damages.
Grievances
50. There is no mechanism to redress grievances about a referee’s decision.

51. A grievance redress committee will be formed to address complaints and concerns about eligibility, category, documentation, or non-adherence of rules (excluding those falls under the purview of a referee). Any grievance will be submitted in writing by the parish coordinator within 30 (thirty) minutes of occurrence/finding to the Grievance Committee. Grievance will be accepted only from the authorized parish coordinator. Grievance committee will meet at regular intervals to examine any complaint/claims and the decision will be informed to the complainant coordinator and the decision will be final and binding by all. Any changes necessitated due to a redress decision by Grievance committee will be enforced with retrospective effect if necessary.
Conclusion
52. While making IPSF-2014 a grand success is the goal that is strived to be achieved, the larger aim of enhanced interaction and cooperation between churches, member families especially the new generation Syro-Malabar members will be accorded due emphasis and efforts will be sculpted to reinforce our faith and the need to maintain a balanced mental and physical development so that the members can fulfil the true American dream all the same time bearing witness to the syro-malabar faith and traditions, and passing these on to the coming generations.

Appendix A
BASKETBALL Rules
1. All games will be on single elimination basis. The competing teams will be selected by draw or by some other justiciable method during the formulation of fixture.
2. A team competes with 5 players (in court during the game), and maximum of 5 more substitutes. All players must be registered with the IPSF 2014 team prior to entering the court. The player eligibility is based on the general category and IPSF rules. Only the players recorded on the score sheet may enter the court and play in the match. Once the team captain has signed the score sheet, the recorded players cannot be changed.
3. Each game consists of two half’s, each with 15 minutes of play. There will be a 3 minute break in between half’s. If the scores are tied at the end of the match there will be overtime for 5 minutes.
4. Players on the same team must wear similar color shirts. No caps or sunglasses are to be worn while playing
5. A player may only play on 1 team.
6. Each team is allowed four 30 second time-outs per game. Time-outs may be requested to an official only when the ball is dead and are not in effect until the official recognizes the time-out with a whistle or hand signal and vocal command.
7. Players are asked to wear tennis shoes for their own protection. We will not permit anyone to play with hard-soled shoes or sandals. Leave all jewelry away from the court while playing
STRUCTURE OF PLAY
8. Each game there will be home and away teams. . Before the match, the first referee carries out a random toss of a quarter to decide on which team plays from which court. The away team gets to choose on what side of the coin they select during a coin tossing. The team who wins the coin toss can decide on which side of the court they select. Teams will change sides after half time.
9. The toss is taken in the presence of the two team captains.
10. The winner of the toss chooses: the side of the court.
SUBSTITUTIONS
11. A team is allowed unlimited number of substitution during the game. The player whom is substituting should approach the official bench for the request. The request should have jersey number of the player this player will substitute. The bench will inform the referee and only when the referee decides the substitution can take place.

CAPTAIN and or Coach
12. There should be one team captain per team. The referee will only be consulting the team captain for any decision making. The team should also have a vice-captain, whom will assume the captain’s role in the absence of the captain due to any circumstance that the captain had to step out the court/arena. Each team can also have a designated coach whom the captain can consult in making decisions. Only the team captain/coach is authorized to talk to the referees.
13. PRIOR TO and after THE MATCH, the team captain signs the score sheet and represents his/her team in the toss.

14. Referee decision will be final and not challengeable.
INJURIES
15. Participants are responsible for any and all injuries sustained while participating. Please leave all jewelry away from the court while playing.
SPORTSMANLIKE CONDUCT
16. Participants must know the “Official Basketball Rules in conjunction with IPSF committee rules” and abide by them. Participants must accept referees’ decisions with sportsmanlike conduct, without disputing them. In case of doubt, clarification may be requested only through the game captain/coach. Participants must refrain from actions or attitudes aimed at influencing the decisions of the referees or covering up faults committed by their team.
FAIR PLAY
17. Participants must behave respectfully and courteously in the spirit of FAIR PLAY, not only toward the referees, but also toward other officials, the opponents, teammates and spectators.

Appendix B
VOLLEYBALL Rules
1. All games will be according to single elimination basis. The competing teams will be selected by draw or by some other justiciable method on the day of play.
2. A team competes with 6 players. All players must be signed up before the game begins. Only the players recorded on the score sheet may enter the court and play in the match. Once the team leader and the team captain have signed the score sheet, the recorded players cannot be changed.
3. Each team roster can have up to 10 names listed. There must always be six players per team in play. The team’s starting line-up indicates the rotational order of the players on the court. This order must be maintained throughout the set.
4. Matches consists of the best (2) out of (3) games to 24 rally scoring. The best of three games will win matches. Each non-deciding game will be won by the team that first scores 25 points with a minimum two-point advantage (no scoring cap). If there is a deciding game, it will be won by the team that first scores 15 points with a minimum two-point advantage (no scoring cap). Point will be scored on each rally. If the receiving team wins the rally, they score a point and gain the serve.
5. Teams will change sides after games one and two, and after a team reaches 8 points in the third game.

STRUCTURE OF PLAY
THE TOSS
11. Coin toss determines which team receives the choice of either the serve or the court. Before the match, the first referee carries out a toss to decide upon the first service and the sides of the court in the first set. If a deciding set is to be played, a new toss will be carried out.
12. The toss is taken in the presence of the two team captains.
13. The winner of the toss chooses: EITHER the right to serve or to receive the service, OR the side of the court. The loser takes the remaining choice.

14. At the moment the ball is hit by the server, each team must be positioned within its own court in the rotational order (except the server).
15. The positions of the players are numbered as follows:
The three players along the net are front row players and occupy positions 4 (frontleft), 3 (front-center) and 2 (front-right).The other three are back-row players occupying positions 5 (back-left), 6 (backcenter) and 1 (back-right).
ROTATION
16. Rotational order is determined by the team’s starting line-up, and controlled with the service order, and players’ positions, throughout the set. When the receiving team has gained the right to serve, its players rotate one position clockwise: the player in position 2 rotates to position 1 to serve, the player in position 1 rotates to position 6, etc.
ROTATIONAL FAULT
17. A rotational fault is committed when the SERVICE is not made according to the rotational order. It leads to the following consequences:
a. The team is sanctioned with a point and service to the opponent; the players’ rotational order is rectified.
b. Additionally, the scorer should determine the exact moment when the fault was committed and all points scored subsequently by the team at fault must be cancelled. The opponent’s points remain valid.
c. If that moment cannot be determined, no point(s).
THE SERVE
18. The first referee authorizes the service, after having checked that the two teams are ready to play and that the server is in possession of the ball. The server shall be on the playing surface to receive authorization for service.
19. A service executed before the referee’s whistle is cancelled and repeated.
20. The players must follow the service order recorded on the line-up sheet.
21. The server has 5 seconds to begin the serve from the time the official signals the serve with a whistle.
22. Service may take place anywhere behind the service line as long as it is within the boundaries of the sideline. The service zone includes the full width of the 9-meter area behind the end lines. The server may move freely within the service zone. At the moment of the service hit or takeoff for a jump service, the server must be completely in the service zone and not touching the court

(end line included) or the playing service outside the zone. After the service, the player may skip or land outside the zone including the court.
23. If the server tosses the ball and does not serve it he does NOT need to let it bounce before he re-tosses it.
Net Service Is In Play.
24. A served ball that hits the net does not result in the service team losing its serve. The net serve is considered in-play, unless 1) it does not continue over the net or 2) lands outside the opposing team’s court-side untouched by the opposing team.
25. Players must rotate clockwise and be in proper rotation when the ball is served except for the first serve of the team.
26. After the whistle for the service, no other actions (requests for line-up check, time-out, substitution, etc.) may be considered until after the ball has been served and the rally completed.
BALL IN PLAY - The ball is in play from the moment of the hit of the service authorized by the first referee.
BALL OUT OF PLAY - The ball is out of play at the moment of the fault which is whistled by one of the referees; in the absence of a fault, at the moment of the whistle.
BALL “IN” The ball is “in” when it touches the floor of the playing court, including the boundary lines.
BALL “OUT” The ball is “out” when: the part of the ball which contacts the floor is completely outside the boundary lines
SPIKING & BLOCKING
27. The receiving team is not allowed to block or spike a served ball.
28. A spiker must contact the ball on his/her own side of the net, but may in the course of the follow through reach over (but not touch) the net.
29. A back row player cannot attack or block the ball unless he/she is behind the 10 foot attack line. Back line players while inside the attack zone (10 feet from the net) may not play the ball directly into the opposite court if contact is made when any part of the ball is above the top of the net.
30. The team that has affected the block shall have the right to three more contacts, with the blocker having the right to make the first of the three allowable hits.
NET PLAY
31. A ball hit into the net, may still be kept in play (up to 3 hits) provided that a player does not make contact with the net.
32. Players may not touch the net. If 2 opposing players touch the net simultaneously, the ball is declared dead and is replayed.

33. A ball hitting the ceiling, lights, rafters, etc. is playable (up to three hits) when it remains in the court-side of the team in play of the ball. However, if a ball makes contact with the same objects and it proceeds to the opposing team’s side of the court it is rendered a “side-out”.
LEGAL PLAY
34. The ball must be returned over the net in 3 hits or less. It is legal to contact the ball with any part of the body as long as the ball rebounds immediately. It may not "lay" against the body or forcefully kicked. If a player touches the ball or the ball touches a player, it is considered as a play on the ball.
35. If 2 players on the same team contact the ball simultaneously, it counts as one contact, and any player may play the ball.
36. When a ball touches a boundary line, it is considered in play.
ILLEGAL PLAY
37. Players are not permitted to scoop, hold, and lift or push the ball.
38. In addition, during the first hit of the team, except when serving, the ball may contact various parts of the body consecutively, provided the contacts occur during one action.
39. An official may (at their own discretion) penalize the team one point or loss of serve for intentionally delaying the game.
SUBSTITUTIONS
40. A substitution is the act by which a player, after being recorded by the scorer, enters the set to occupy the position of another player who must leave the court (except for the Libero). Substitution requires the referee’s authorization.
41. THREE substitutions is the maximum permitted per team per set. One or more players may be substituted at the same time. A player of the starting line-up may leave the set, and re-enter, but only once in a set, and only to his/her previous position in the line-up.
42. All substitutions must be made within a 15-second time limit. If changing time exceeds 15 seconds, a team time-out will be charged. If a team has none of its 2 allotted team time-outs remaining, point or side-out will be awarded to the other team. An injury substitution is not considered as one of the 2 allowable time outs.
43. If a player arrives after the first game of the match has started, and her/his name is on the roster, that player will be allowed to play in the game as a substitute if the team uses regular substitutions.
THE LIBERO PLAYER
44. Each team has the right to designate from the list of players a specialized defensive player: Libero.

45. Each team may designate one specialized defensive player (Libero) per set.
46. All Liberos must be recorded on the score sheet before the match in the special line reserved for this. The Libero may be designated for the set and must be recorded on the line-up sheet for each set.
47. One Libero designated by the coach before the start of the match will be the acting Libero. The Libero cannot be either team captain or game captain at the same time as performing the Libero function.
48. The Libero players must wear a uniform (or jacket for the re-designated Libero) whose jerseys at least must contrast in color with that of the other members of the team.
TEAM LEADERS
49. Both the team captain and the leaders are responsible for the conduct and discipline of their team members. The Libero cannot be the team captain.
CAPTAIN
50. One of the players, other than the Libero, is the team captain, who shall be indicated on the score sheet.
51. PRIOR TO THE MATCH, the team captain signs the score sheet and represents his/her team in the toss.
52. DURING THE MATCH and while on the court, the team captain is the game captain. When the team captain is not on the court, the team leader or the team captain must assign another player on the court, but not the Libero, to assume the role of game captain. This game captain maintains his/her responsibilities until he/she is substituted, or the team captain returns to play, or the set ends. When the ball is out of play, only the game captain is authorized to speak to the referees to ask for an explanation on the application or interpretation of the Rules, and also to submit the requests or questions of his/her teammates.
IMPROPER REQUESTS
53. It is improper to request any game interruption: during a rally or at the moment of, or after the whistle to serve, by a non-authorized team member, for player substitution before the set has been resumed from a previous substitution by the same team, after having exhausted the authorized number of time-outs and player substitutions.
INTERVALS AND CHANGE OF COURTS
54. An interval is the time between sets. All intervals last 3 minutes. During this period of time, the change of courts and line-up registrations of the teams on the scoresheet are made. The interval

between the second and the third sets can be extended up to 5 minutes by the competent body at the request of the organizer.
55. After each set, the teams change courts, with the exception of the deciding set. In the deciding set, once a team reaches 8 points, the teams change courts without delay and the player positions remain the same. If the change is not made once the leading team reaches 8 points, it will take place as soon as the error is noticed. The score at the time that the change is made remains the same.

56. Referee decision will be final and not challengeable
SPORTSMANLIKE CONDUCT
57. Participants must know the “Official Volleyball Rules in conjunction with IPSF committee rules” and abide by them. Participants must accept referees’ decisions with sportsmanlike conduct, without disputing them. In case of doubt, clarification may be requested only through the game captain. Participants must refrain from actions or attitudes aimed at influencing the decisions of the referees or covering up faults committed by their team.
FAIR PLAY
58. Participants must behave respectfully and courteously in the spirit of FAIR PLAY, not only toward the referees, but also toward other officials, the opponents, teammates and spectators.

THROW-BALL Rules
While in volleyball the ball is hit or volleyed throughout play, in throw ball the ball is thrown over the net, where a member of the other team tries to catch the ball and quickly throw it back across the net.
1. Each team will have maximum team of 6 active players and 4 substitutes.
2. A match shall consist of the best of three sets for 15 points with rally score. If a team wins the first 2 sets, then the third set will not be played.
3. The team winning the toss can choose either initial serving or the court.
4. Players are expected to be at the court at least 15 minutes prior to the game.
5. Game will be played in a single elimination format which means a team loses one game [best of three] they will be out of the tournament.
6. Double touch (juggling the ball in both hands) is not allowed while receiving the ball.
7. Players cannot catch the ball with the assistance of body or legs.
8. The ball should be served after the whistle and within 5 sec.
9. The ball should be served without crossing the service line with single hand.
10. Any ball after catching should be released within 3 seconds.
11. A player can jump when throwing the ball or while serving.
12. Players cannot touch the net during the play but the ball can touch the net.
13. During catching or releasing, the ball should not touch any part of the body except the palm.
14. 2 players cannot catch the ball simultaneously.
15. Any ball falling on the side-line or end-line is a good ball.
16. The service ball or the rally ball should not touch the poles.
17. ROTATION is a mandatory. Each player always rotates one position clockwise, after they receive a serve, just like volleyball[ little more clarification required]
18. During the play or rally, players cannot cross the net or obstruct the opponent team.
19. 2 timeouts (30 seconds) are permitted for each set.
20. Teams can substitute only when it is their turn to serve; only exception is if a player gets injured. Only 1 person can be substituted at a time up to a maximum of 3 substitutes per set.
21. Umpire decision is final (no exceptions). Even if it was wrong call from the Umpire, the decision stays.

TABLE TENNIS Rules
1. In table tennis the ball, having been served or returned, shall be struck so that it passes over or around the net assembly and touches the opponent's court, either directly or after touching the net assembly. The server shall first make a good service, the receiver shall then make a good return, and thereafter, server and receiver alternately shall each make a good return.
2. The winner of the match is the one who wins best of three game. A game shall be won by the player first scoring 11 points unless both players score 10 points each, because there must be a gap of at least 2 points between opponents so in that case , the game shall be won by the first player subsequently gaining a lead of 2 points after both players reaching 10 points.
3. The right to choose the initial order of serving, receiving and ends shall be decided by tossing the coin and the winner may choose to serve or to receive first or to start at a particular end.
4. Service shall start with the ball resting freely on the open palm of the server’s free hand. As the ball is falling, the server shall strike it so that it touches first his court and then, passing directly over or around the net assembly and touches the receiver's court.
[A rally is the period during which the ball is in play. A let is a rally of which the result is not scored. A point is a rally of which the result is scored]
A LET [NO SCORE]
A rally is a let:
a) If in service the ball, in passing over or around the net assembly, touches it, provided the serve is otherwise good or is obstructed by the receiver or his partner.
b) If the service is delivered when the receiving player or pair is not ready, provided that neither the receiver nor his partner attempts to strike the ball.
c) If, the failure to make a good service or a good return or otherwise to comply with the Laws is due to a disturbance outside the control of the player.
d) If play is interrupted by the umpire or assistant umpire.
e) To correct an error in the order of serving or receiving or ends.
A POINT
Unless the rally is a let, a player shall score the point:
a) If his opponent fails to make a good service.
b) If his opponent fails to make a good return.
c) If, after he has made a good service or a good return, the ball touches anything other than the net assembly before being struck by his opponent.
d) If the ball passes beyond his end line without touching his court, after being struck by his opponent.
e) If his opponent obstructs the ball.
f) If his opponent strikes the ball twice successively.
g) If his opponent strikes the ball with a side of the racquet blade having an illegal surface.

h) If his opponent, or anything he wears or carries, moves the playing surface.
i) If his opponent, or anything he wears or carries, touches the net assembly.
j) If his opponent's free hand touches the playing surface.
5. The score of the server is always announced first.
6. Service changes every 2 points, except during extra play where it changes each time.
7. A minute break is given between games. A player or pair may claim one time-out period of up to 1 minute during a match. The request for a time-out, which shall be made only when the ball is out of play, shall be made by making a "T" sign with the hands.
8. Players shall not choose balls in the playing area. Players are entitled to practice on the match table for up to 2 minutes immediately before the start of a match but not during normal intervals. The specified practice period may be extended only with the permission of the referee. As always referee’s decision will be final.

SHUTTLE BADMINTON Rules
1. This game will be played in rally point system and it consists of best of 3 games.
2. The side that first scored 21 points shall win.
3. The side winning a rally shall add 1 point to its score.
4. If a score becomes 20-20, the side which scores 2 consecutive points shall win that game.
5. If the score becomes 29-29, the side that scores the 30th point shall win that game.
6. The side winning a game serves first in the next game.
7. When one side reaches 11 points, both players get a 60 second break.
8. Both sides get a 3-minute break between first and second games, and another 3 minute break between second and third game.
9. Other rules shall remain the same.
10. The right to choose the initial order of serving, receiving and ends shall be decided by tossing the coin and the winner may choose to serve or to receive first or to start at a particular end.
11. A shuttle on the line is "in". The server and receiver stand in the diagonally opposite service courts (always right hand at the start of the game) but therefore players may move anywhere on their side of the net.
Scoring
12. A rally is won by one side if it plays the shuttle in such a way that it cannot be returned by the opponents and hits the ground inside the opponent's court (including on the lines), if the opponent's return does not cross the net or if the opponent's return hits the ground outside the court boundaries. Furthermore, a side wins the rally if:
a) (one of) the opposing player(s) touches the shuttle with the body before it hits the ground (whether inside or outside the court)
b) (one of) the opposing player(s) touches the net with the racket or the body while the shuttle is in the air
c) (One of) the opposing player(s) hits the shuttle before it has crossed the net (i.e. reaching over to the opponent's side of the court)
d) Both players of one side in a doubles touch the shuttle
e) One player touches the shuttle more than once.

f) A faulty service is played .The winner of each rally scores a point, regardless of who is serving. This means that every mistake, even a faulty service, wins the opponent a point.

CHESS Rules
1. These regulations are intended for the smooth running of the competition. The sports committee or the Arbiter can make necessary amendments to these rules, as may deem necessary.
Game Schedule
2. The participants for chess competition will be divided into two groups by random selection and there will be 3 rounds of play to select the finalist. For example, if there are 8 players they will be divided into two groups consisting of 4 players from each group and each player will compete against the members from the other group. The winner gets one point from each game. If the game is a draw the players get .5 points each. The person who loses the game gets no points. Four participants with high score will be selected to the second round and will compete each other. Two players will be selected for the final round on the basis of points earned in the second round. In the final round there will only be one game. In case of draw, additional games will be played to select the winner. The Arbiter will have the authority to make changes to the game schedule as necessary.
3. Time: The time of the game will be limited to 30 minutes. The player who loses on time will lose the game. A chess clock with time delay feature will be used for each game. The players can use chess clock applications from smart phones in the absence of chess clocks with the permission of Arbiter. However they are not allowed to use any other electronic devices during the play.
Rules in a Nutshell
4. Players should be present for the competition 5 minutes before scheduled time. Proper id must be shown to the Arbiter before the start of the game.
5. The players may choose to play with white or black pieces by mutual agreement or if not an agreement is reached, the selection may be done by putting a lot.
6. Players shall set up the pieces on the board by themselves.
7. The player must press his side of the chess clock immediately after moving a piece.
8. If a player touches a piece then that piece must be moved as long as it is not an illegal move.
9. The touch capture rule must also be followed. If a player touches any piece of opponent, then that must be removed from the board as long as it is legal to do so.
10. If the player wants to adjust the piece on the Board, the player must announce his intention as “I adjust"

11. If a pawn is promoted then the player should immediately place the piece of his selection on the board to replace the pawn.
12. The rules of en-passant, castling, stalemate, draw will need to be followed by the players in accordance with the FIDE rules.
13. A player wins if the opponent King is checkmated.
14. The players must record the moves in a score sheet and report the winnings to the Arbiter and should sign the score sheet.
15. If a player runs out of time the opponent can call for time and the player who runs out of time will lose the game.
16. No interference will be permitted from outside during the play. The players can bring a volunteer or recorder if they are unable to notate the movements and the names should be reported to the arbiter before the play and they should not advise, interfere, or show any gestures or signs to the players which can adversely affect the results of the play. In case any dispute arises, it must be reported to the arbiter and the decision of the Arbiter will be final.

CAROM Rules
1. Game format will be black and white and best of three so points will not be calculated, whoever finishes their coins first will win regardless who makes red in to the pocket.
2. Carom pieces can only be struck directly if it is not touching the player’s baseline or arrow or situated behind the base line, If this is the case the player must hit the carrom piece by rebounding the carrom striker off any side of the carrom board or any other carrom piece on the carrom board
3. Whoever plays first, or breaks, is always white. The object of the game is to sink all of your pieces, using the heavier 'striker', in any of the pockets before your opponent. Your turn continues as long as you keep sinking your pieces - luck shots count and all combinations are permitted.
4. When placing the striker on the board to shoot, the striker must touch both 'base lines' either covering the red circle completely, or not touching it at all. The striker may not touch the diagonal arrow line.
5. Shooting styles are very personal - whichever 'grip' works for you is fine as long as you 'flick' the striker and don't push it. You can orient your body in order to see the line of your aim while shooting comfortably; you may not move or leave your chair.
6. If the striker does not leave both lines, go again. You get three tries to break before losing your turn.
7. For forward shots, you can use your index finger, middle finger, or even the 'scissors' shot
8. No part of your body, except your hand, may cross the imaginary diagonal line nor may your elbow protrude over the frame in front of you. Even your feet or knees my not leave your quadrant.
9. Sinking the striker costs you one piece and your turn. But, if you sink a piece in the same shot and made it in the pocket last, then two come up and you shoot again.
10. If while shooting for the queen[red] you also have to sink one of your pieces.
11. If a piece jumps off the board, it is placed on the center spot. If pieces land on end or are overlapping, they are left that way.
12. If the center spot is partially covered when replacing the queen or a jumped piece, the piece should cover as much red as possible. If totally covered, the piece is placed opposite the next player behind the red spot.
13. The red piece, or 'queen,' can be pocketed at any time after sinking your first piece but must be sunk before your last one. After pocketing the queen, you must sink one of your pieces, thereby 'covering' it, into any pocket in the next shot, or she is returned to the center spot.
14. Once the queen is covered, whoever clears their pieces first wins the 'board'.
15. If you sink your opponent's piece, you lose your turn. If you sink their last piece, you lose the board.
